3. According to the chemical, petrochemical and refining industries:

  • explosions, fire and (or) the emissions of dangerous substances, the destruction of buildings, technical devices or components.

4. According to the metallurgical industry:

5. In lifting structures (accidents and incidents on the boilers, vessels, pressure, steam and hot water that occurred during installation, dismantling and transportation, investigation and registration as provided in these Regulations shall not be):

  • failure or fracture of metal hoisting machine (bridge, portal frames, platforms, towers, boom support, jib), which caused the need for repair or replacement of metal separate sections, as well as falling hoisting machine that caused the destruction of these;
  • drop the car, its counterweight
  • destruction of critical metal, chain termination of the escalator, the destruction of critical metal car (trolley) cars, broken rope cable car, funicular;

  • metal damage (bending, deformation) of lifting equipment (or parts thereof) that led to the injury.

6. For boiler inspection (accidents and incidents on the boilers, vessels, pressure, steam and hot water that occurred during installation, dismantling and transportation, investigation and registration as provided in these Regulations shall not be):

  • destruction and damage (tears) of boilers, vessels, pressure, steam and hot water (their elements).

7. On the objects of gas supply:

  • destruction of pipelines, the failure of the gas distribution station equipment, hydraulic fracturing, GRU, which caused the gas explosions in homes, public buildings, engineering structures, as well as a stop (break) gas city, town, district, enterprises (industrial, municipal, agricultural, );
  • explosions and fires associated with the operation of gas facilities, gas stations and filling of liquefied gas, power plant, power plants and district heating plants;
  • gasified gas explosions in ovens, furnaces and boiler flues, units that caused the destruction of their local or off;
  • damage of underground pipelines (mechanical, corrosion, etc.).

8. Supervision for plants and facilities for storage and processing of grain:

  • total or partial destruction (damage) technology, transport and aspiration equipment, buildings and structures, which occurs as a result of fires and dust-and gas-air explosions, resulting in whole or in part terminated output, receiving, processing and transportation of grain and raw materials, vacation the finished product;
  • deviation from the regime of the process of grain storage, feed raw materials and oil seeds, so that it was spontaneous combustion in silos (bins);

9. On the objects of trunk pipelines:

9.1. “The accident at the site of the main gas pipeline” – the uncontrolled release of gas transported in the atmosphere or in the compressor station (CS), gas distribution stations (GDS) or CNG filling stations (CNG), due to destruction or damage to the pipeline, its components and devices , followed by one of the following events, or a combination thereof:

  • explosion or ignition of the gas;
  • damage or destruction of other objects;
  • loss of 10 thousand or more m 3 of gas.

9.2. “The accident at the site of the main pipeline transportation of hazardous liquids” – sudden outflow or expiration of a hazardous liquid by complete or partial destruction of the pipeline, its elements, tanks, equipment and devices associated with one or more of the following events:

  • inflammation of the liquid or its vapor explosion;
  • contamination of any water flow, rivers, lakes, reservoirs, or any body of water in excess of the limits set by the standard for the quality of water that caused the change in color of the surface of the water or go coast led to the formation of an emulsion, located below the water level, or to the loss of deposits on the bottom or the shore;
  • leak rate was 10 m 3 or more, and for volatile liquids leak exceeded 1 m 3 per day.

10. Transport of dangerous goods by rail:
